It got so bad the government commissioned two professional artists to put on workshops to help local artists incorporate graffiti with more culture and meaning. This particular "piece" has a lot going on and depicts capitalism and corruption with Trump holding on to a ship signifying US control on imports and exports and also riding the back of the local police who only go after criminals they can fine and receive money rather than murderers or robbers who have no money and only go to jail.
